BIDEN ELECTRIC VEHICLE TARGETS WON’T ACHIEVE BIDEN CLIMATE GOALS

This week, Governor Kathy Hochul signed legislation setting a goal for all new passenger cars and trucks sold in New York State to be zero emissions by 2035, making New York the first state to enact such a target through the legislative and executive branches. New York’s law follows the California governor's executive order for a 2035 gas car phaseout.

To meet President Biden’s target of cutting carbon emissions in half by 2030, the U.S. must redefine its approach to incentivizing the switch from gas-powered vehicles to EVs. Instead of applying the same incentive to all drivers regardless of how much gasoline they use, EV incentives should be calculated based on the amount of gasoline displaced by the purchase of an EV.

Washington State was the first in the nation to pass a bill setting a goal for all new cars to be electric starting with model year 2030 through both legislative chambers on April 14. Poised to be the country's most ambitious gas car phaseout target and the first to be approved by a state legislature, the section on clean cars was vetoed by Gov. Inslee on May 13 in a surprise move.
