On June 1, Coltura released “Recharge Required,” a report documenting Washington public entities’ non-compliance with a law requiring that all public fleets run 100% on electricity or biofuels to the extent practicable. The white paper documents the failure of Washington cities, counties, universities, and state agencies to comply Washington Law, and has already spurred one state senator to call for hearings on the problem. Recharge Required was covered extensively in media outlets and newspapers in Washington and across the country, including this well-researched article in the Seattle Times. The report’s core recommendation, which calls for public entities to adopt clear “EV First” policies, was publicly seconded by 350.org, Drive Electric Washington, Stand.Earth, Plug In America, and Carbon Washington.

A new report, Recharge Required, reveals an overwhelming lack of compliance with Washington’s public fleet electrification law, RCW 43.19.648. Less than one percent of the more than 30,000 vehicles owned by the state, cities, counties, and other public entities are electric vehicles (EVs), and only four of the 31 local governmental entities surveyed have plans for electrifying their fleet.

Coltura and the Yes Clean Cars coalition are gearing up to pass the Clean Cars 2040 Act in 2019. The 2018 bill did not advance in significant part because of oil industry obstruction, and we are organizing to ensure it does not meet the same fate in 2019.

The future of gasoline is headed for a showdown vote in Sacramento on April 16 in the Assembly Transportation Committee. The vote concerns AB 1745, a bill which provides that model year 2040 and later new vehicles sold in California must be zero emissions vehicles.
