To meet President Biden’s target of cutting carbon emissions in half by 2030, the U.S. must redefine its approach to incentivizing the switch from gas-powered vehicles to EVs. Instead of applying the same incentive to all drivers regardless of how much gasoline they use, EV incentives should be calculated based on the amount of gasoline displaced by the purchase of an EV.

In April, the Washington State legislature became the first in the nation to pass a bill setting a goal for all new cars to be electric starting with model year 2030. However, in a surprise move, Gov. Inslee vetoed the clean cars section of the law.

Washington State was the first in the nation to pass a bill setting a goal for all new cars to be electric starting with model year 2030 through both legislative chambers on April 14. Poised to be the country's most ambitious gas car phaseout target and the first to be approved by a state legislature, the section on clean cars was vetoed by Gov. Inslee on May 13 in a surprise move.

PUBLIC FLEET ELECTRIFICATION

Cities must lead and model the transition from fossil fuels. Electrifying public vehicles is a top priority. With their predictable use patterns, dedicated lots for charging and ability to be branded as clean electric vehicles, city fleets are prime candidates for electrification and taxpayer savings and education. Suitable light duty EVs are already here, and other city vehicles such as work trucks, garbage trucks and transit vehicles are close behind.

On March 23, Clean Cars 2030 took one step closer to becoming law when it advanced out of the Washington State Senate Committee on Environment, Energy & Technology as an amendment to SHB 1287. The bill now goes to the Senate Transportation Committee.  In addition to setting a goal of 100% new EV sales by 2030, SHB 1287 will help prepare Washington State for the zero-emission vehicle futu
