California has appropriated $1.5 million in its 2019-2020 budget for a study of strategies to achieve carbon neutrality in the transportation sector, including the transition to zero-emission light-duty vehicles. This study represents a pioneering effort to plan the phaseout of sales of new gasoline-powered vehicles. Coltura helped organize and lead the coalition that supported the study through its various iterations in the Assembly. Congratulations and thanks to Assemblyman Phil Ting for shepherding this budget item through, and for his gasoline phaseout advocacy.

California recently adopted the Advanced Clean Cars II (ACC II) program, which cuts climate and air pollution by requiring that an increasing percentage of all new cars sold are electric, culminating in a 100% EV requirement by 2035.

Coltura is working to get two bills introduced in Washington state. One requires all new cars sold to be electric starting in 2035, and the other requires new government fleet vehicles to be electric by 2027. More to come!

Coltura and the Sierra Club will present a panel of international leaders to share their countries’ experience with phasing out gasoline and diesel passenger vehicles in San Francisco on September 12 in conjunction with the Global Climate Action Summit. After a panel discussion led by Sierra Club executive director Michael Brune, panelists and attendees will strategize next steps for an international phaseout movement to accelerate the end of gasoline-powered vehicles.

On June 1, Coltura released “Recharge Required,” a report documenting Washington public entities’ non-compliance with a law requiring that all public fleets run 100% on electricity or biofuels to the extent practicable. The white paper documents the failure of Washington cities, counties, universities, and state agencies to comply Washington Law, and has already spurred one state senator to call for hearings on the problem. Recharge Required was covered extensively in media outlets and newspapers in Washington and across the country, including this well-researched article in the Seattle Times. The report’s core recommendation, which calls for public entities to adopt clear “EV First” policies, was publicly seconded by 350.org, Drive Electric Washington, Stand.Earth, Plug In America, and Carbon Washington.
