Coltura/The Greenlining Institute Op Ed on California EV Incentives

California’s electric vehicle (EV) tax credits mainly benefit high-income individuals and largely fail to reach other Californians.
Assemblymember Phil Ting proposed AB 2401 legislation that aims to reform the Clean Cars 4 All program by offering higher rebates to low-income, high-mileage drivers with older, high-polluting vehicles.
This approach would cut emissions faster and better address economic disparities. It could serve as a model for the rest of the country, saving money and improving air quality.
