Coltura Spins Off New Venture and Partners with Veloz to Provide New EV Tools

With federal EV incentives gone, Coltura is seizing on EVs’ significant cost savings on fuel and maintenance to boost EVs directly in the marketplace with a new public benefit corporation, EVQ. EVQ offers powerful new tools to help NGOs, governments and utilities directly convert high-gasoline users to EVs.
The tools are currently in use on the EV consumer education website ElectricForAll.org. The nonprofit Veloz was awarded $43.5 million in funding to drive traffic to the site. Josh Boone, Executive Director of Veloz, said, “With these new resources, we’re giving drivers an interactive, trusted way to learn, stay informed, and gain the confidence to make the move to electric.”
EVQ’s tools are AI-integrated via a patent-pending process and include:
- An EV savings calculator that estimates fuel and maintenance savings from switching to an EV based on the user’s zip code and annual mileage, and offers further user refinement.
- A constantly evolving AI-powered chatbot that answers EV questions in multiple languages at a user-appropriate level, combats misinformation and helps the user find the right EV to meet their personal needs.
- The nation’s most comprehensive EV shopping site with local listings for new and used EVs.
The tools are designed for easy embedding on websites or campaign pages, and can be provided along with data insights, campaign support, and partner branding.
“Coltura will continue to put our data and mapping tools to work helping local and state governments and utilities target the most gasoline-burdened households with EV policies,” said Coltura co-executive director Janelle London. “But policymaking can be a slow process. So we are excited about EVQ’s potential to boost EVs directly in the marketplace.”

Burlington Electric Expands EV Incentives with Extra Support for Higher Mileage Drivers
In response to Coltura’s “gasoline superuser” advocacy, the utility Burlington Electric Department piloted higher EV incentives for high-mileage drivers. Now the superuser program is boosting its incentives for higher mileage drivers to $5,950 for new EVs and $2,550 for used EVs. For income-qualified customers, the rebates rose to $6,450 (new EV) and $3,050 (used).
“We are thrilled to see Mayor Mulvaney-Stanak and Burlington Electric’s leadership,” said Coltura’s Rob Sargent. “Now more than ever, we need electric utilities to step in to accelerate EV adoption. With focused outreach, BED and other utilities can help gasoline-burden households save money while maximizing emission reductions we get from using less gasoline.”

EV Cost Savings Steady at 9.2 Cents/Mile

Coltura’s newly released quarterly EV Cost Savings Index reports that EV maintenance and fuel savings are holding steady at 9.2 cents per mile compared with gas cars, on average, across the US. Fuel savings alone for EVs are 6.2 cents/mile relative to gas cars.
People who drive the most stand to save the most by switching from a gas car to an EV. The average annual fuel savings for a US driver driving 25,000 miles/year switching to an EV is $1,541. In California, the fuel savings dropped in Q3 from 8.8 cents/mile to 7.6/mile, or $1,897/year. In Illinois, the driver would save 7.2 cents/mile or $1,799/year.

Methods: The analysis accounts for both home and public charging costs (weighted at 80% and 20% respectively) Coltura calculates EV savings per mile by comparing the cost per mile of gasoline vehicles and electric vehicles with average fuel efficiency. Average gasoline prices for each state come from GasBuddy, and the average retail electric rates are from EIA.
Oil Refinery Bursts into Flames Near LA Beach
A large explosion rocked the Chevron Refinery in El Segundo, CA, a beachfront community between Playa Del Rey and Manhattan Beach in Los Angeles County. Nearby residents were advised to close doors and windows and stay inside. In the five years leading up to the explosion, air district inspectors issued 46 notices of violation to the refinery, including for failure to properly control the burning of excess gases in the part of the refinery that caught fire.
EV Mustangs Outsell Gas Mustangs 2 to 1
The Ford Mustang has long been one of the most iconic, popular, and fun cars in Ford’s lineup. Now, the electric Mustang Mach-E is pulling far ahead of the gas engine Mustang, with Ford selling 20,177 electric Mustangs in Q3 2025 compared to 9,267 of the gas engine model.
